Get package charge assignment status

GET 
/v1/charges/package/status/:monitorId

Poll the monitor returned by POST /v1/charges/package. status is one of PENDING, IN_PROGRESS, COMPLETED, PARTIAL_COMPLETED, INCOMPLETE_CLOSED or ERROR. PARTIAL_COMPLETED means some component charges were absorbed and others were not - check error_message_key and reconcile before rebilling.
